DoD Contract Announcements Mentioning Taiwan – 2024

Eaton Corp./Mission Systems Davenport, Davenport, Iowa, is awarded $8,835,069 for a firm-fixed-price contract for the manufacture of 1,584 universal water activated release system (UWARS) frost fittings, 1,658 UWARS Koch parachute release assemblies, and 16 training inerts. All work will be performed in Davenport, Iowa, and work is expected to be completed by September 2025 with no options. This announcement involves (36%) Foreign Military Sales (FMS) from Saudi Arabia (6%); Israel (6%); Egypt (5%); Taiwan (5%); Turkey (4%); Norway (3%); Pakistan (3%); Jordan (1%); Portugal (1%); Thailand (1%); and Romania (1%). The full amount of $8,835,069 will be obligated at time of award using fiscal 2023 ammunition procurement (Air Force) funds in the amount of $3,178,616; FMS funds in the amount of $3,170,485; fiscal 2022 ammunition procurement (Air Force) funds in the amount of $830,622; fiscal 2022 ammunition procurement (Navy) funds in the amount of $822,477; fiscal 2023 ammunition procurement (Navy) funds in the amount of $713,433; fiscal 2022 aircraft procurement (Navy) funds in the amount of $86,863; and fiscal 2023 aircraft procurement (Navy) funds in the amount of $32,573 (less than 1%). Funds will not expire at the end of the current fiscal year. One company was solicited for this sole-source requirement, with one offer received. CAE USA Inc., Arlington, Texas, has been awarded a $35,167,362 definitization modification (PZ0005) to previously awarded contract FA8621-23-C-0023 to provide F-16 Block 70 training simulators program for the Taiwan Air Force. The modification brings the total cumulative face value of the contract to $58,290,077. Work will be performed at Arlington, Texas, and is expected to be completed by April 30, 2026. This contract involves Foreign Military Sales to the Taiwan Air Force. Foreign Military Sales funds in the amount of $35,167,362 are being obligated at the time of award. The Air Force Life Cycle Management Center, Agile Combat Support Directorate, Simulators Division, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

BAE Systems Land & Armaments L.P., Minneapolis, Minnesota, is awarded a $9,014,320 cost-plus-fixed-fee modification to previously awarded contract (N6339421C0008) to exercise options for design agent engineering and technical specialized support services, to include procurement of material management for repair, modification, overhaul, replacement, and fleet support for guided missile launching. Work will be performed in Taiwan (85%); Minneapolis, Minnesota (10%); and Chile (5%) and is expected to be completed by July 2025. Foreign Military Sales funds in the amount of $289,000 will be obligated at time of award and will not expire at the end of the current fiscal year. This modification combines purchases for the U.S. government (10%); and the governments of Taiwan (85%); and Chile (5%), under the foreign Military Sales program. Naval Surface Warfare Center Port Hueneme Division, Port Hueneme, California, is the contracting activity.

Taiwan in the National Defense Authorization Act (NDAA), 2025

Update, May 31, 2024

On this date, the House Committee on Armed Services reported (amended) the NDAA with the United States House of Representatives.

The reported version included several Taiwan provisions:

Logistical Requirements to Deliver F-16 Block 70/72 Fighter Aircraft to Taiwan
The committee is concerned about delays in F-16 Block 70/72 Fighter Aircraft Foreign Military Sales deliveries to Taiwan. Originally intended to be delivered in 2025/2026 the 66 F-16 Block 70/72 Fighter Aircraft are now expected to be delivered in 2026/2027. On top of these delays, the logistical requirements to ensure these deliveries occur are complex.
Therefore, the committee directs the Commander, U.S. Transportation Command, in coordination with the Defense Security Cooperation Agency, to provide a briefing to the House Committee on Armed Services not later than December 1, 2025, on the logistical and tactical plan to deliver these fighter aircraft to Taiwan. The briefing should cover:
(1) the plan for in-flight refueling of the F-16 Block 70/72 Fighter Aircraft en route to Taiwan, including the number and type of refueling tankers required and the number of times the F-16 Block 70/72 Fighter Aircraft will need to be refueled while in flight; and
(2) any variables that could further delay delivery of the aircraft to Taiwan including new technology integration and modification.

United States and Taiwan Cooperation
The committee supports U.S. cooperation with Taiwan in accordance with the Taiwan Relations Act. The committee commends efforts to enable Taiwan’s self-defense capabilities in an effort to strengthen U.S.-Taiwan cooperation. The oceanic global commons, including the Taiwan Strait, are significant to global commerce, and the stability of the western Pacific region is vital to the economic stability of the world. United States cooperation with Taiwan supports maintenance of this stability. Accordingly, the committee encourages the Department of Defense to continue to advise and to train with Taiwan’s defense forces and to leverage other engagements in the Indo-Pacific theater that will support U.S. cooperation with Taiwan. The committee also supports current and future Foreign Military Sales of defense articles to Taiwan and to other countries in the Indo-Pacific region. Sales of U.S. equipment such as the Harpoon missile and other items will contribute to credible deterrence of competitors attempting to destabilize the Indo-Pacific region.


Update, April 18, 2024

On this date, the National Defense Authorization Act (NDAA) for Fiscal Year 2025 was introduced in the U.S. House of Representatives as H.R.8070. The NDAA was introduced as the “Service Member Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2024.” It was then referred to the House Committee on Armed Services.
